1. AGE GROUPS: Under 9-19 as defined by US Club Soccer

2. PROOF OF AGE: Each coach is required to furnish copies of all players’ ID cards. At each match, the coach will present to the referee the players' ID cards, which will be kept by the referee during the match and will be returned to the coach following completion of the match.

3. TOURNAMENT COMMITTEE: The Tournament Committee consists of DYSA President, Tournament Director, and Assist Tournament Director. The committee is responsible for all aspects of the tournament.

4. PLAYERS: Each team may have up to the number of players on its roster per age bracket allowed by host agreement with no more than 3 guest players allowed. A player may participate on only 1 team in the tournament. All players MUST be listed on the team's official roster.  Tournament committee can place recreational/girls teams down 1 bracket as necessary to achieve competitive play.

5. EQUIPMENT: All players must wear shin guards. All players must wear appropriate shoes; only plastic molded or aluminum replaceable cleats should be worn. The referee has the final authority of acceptability of all equipment that is worn or used in the match. No jewelry or casts shall be worn during the matches. When jersey color is similar or identical the home team will be requested to change color. (The home team is determined by the first team listed on the schedule of matches). If the home team does not have an alternate jersey with numbers, and, in the opinion of the referee, it is impossible to call the match properly, they will forfeit the match.

6. COACHES: No sideline coaching  is permitted. Coaches must keep to their team's boundary area. It is important to remember that the coach is responsible for his/her players and their parents.

7. WEATHER DELAY: Once a match begins, the center referee is the final authority regarding whether or not a match is suspended, terminated or can be resumed.

A. If a match is delayed from starting due to weather conditions, it will be started as soon as the weather permits. Play will not exceed 1 hour and 30 minutes from the scheduled start time of the match.

B. If a match is suspended due to weather conditions, the match is considered complete if the first half is over, The score is final.

C. If a match cannot begin or be played at all within the allotted 1 hour and 30 minute time frame, the score will be considered a 0-0 tie.

D. If a match is suspended before the first half is over and cannot be completed or resumed within the allotted 1 hour and 30 minute time frame, the score at the time of suspension will remain as final.

E. All other decisions about weather conditions and scheduling will be made by the Tournament Committee and the referees.

8. SUBSTITUTIONS: Substitutions are unlimited and will be made in accordance with US Club Soccer rules.

9. PROTESTS: Protests may be made by the coach or manager only. A protest may be lodged for a rule violation only.

A judgment call by the referee cannot be protested! The protest must be submitted in writing to the Tournament Committee within one hour of the end of the match. The protest fee is $100 and must be turned in with the protest to the Tournament Committee. The fee will be returned ONLY if the protest is upheld.

10. EJECTIONS: A player or coach who is ejected (red card) from a match shall not take part in the remainder of that match and is automatically prohibited from participating in the next match played by his/her team. Any team violating this provision shall forfeit its next match for using an illegal participant.

11. CAUTIONS: Players receiving 3 cautions (yellow cards) during tournament play will be suspended for the remainder of the match in which the third yellow card is received and the next match.

12. FORFEITS: Any team which is not present at the scheduled starting time on the field, ready to play, will forfeit the match. Each team must field a minimum of 9 registered players to start the match.

13. SCORING: The following procedure is used to determine team ranking for the tournament:

6 points for a win 3 points for a tie

0 points for a loss 1 point for a shutout

1 point per goal (max of 3 per match)

A forfeited match is considered a 3-0 score

IF AT THE CONCLUSION OF THE FIRST ROUND OF PLAY, A TIE EXISTS, IT IS RESOLVED AS FOLLOWS:

A. Head to Head competition

B. Adjusted Goal Differential (This is the total of the goals scored/goals against per game; however, no team may receive a goal differential larger than 3 for any one game nor receive a goal differential smaller than -3 for any one game).

C. Most goals (max 3 per match)

D. Most shut outs

E. Penalty kicks

CHAMPIONSHIP DETERMINATION: In the event of a tie at the end of regulation play, the teams will be allowed a five minute rest period and will then play two overtime periods of 10 minutes each (U-9/10 periods will be 5 minutes). If a tie remains after the overtime periods have been played, the teams will go to penalty kicks, taken by US Club Soccer rules. If a tie remains, there will be a sudden death shoot-out.
