The Perry Memorial Classic - Tournament Rules

PEERY MEMORIAL CLASSIC TOURNAMENT RULES

NO DOGS, TOBACCO, FIREARMS ALLOWED ON THE GROUNDS OF ANY COMPLEX

Laws of the Game: The Perry Memorial Classic Classic will be played by FIFA rules except as superseded by the rules contained herein. The build out line for Under 9 and Under 10 age groups will be utilized for the tournament. There will be no punting/drop kicking of the ball by the goalkeeper in the Under 9 and Under 10 age groups. The ball may be thrown or placed on the ground And then kicked back into play, both will be considered indirect and must touch another player before entering the opponent’s goal.

All Under-11 and below age groups will be following the USSF mandate for no heading. For Under-12 age groups, if the division has teams playing “up” or has D2/C2 or D3/C3 teams, the division will also follow the mandate for no heading. This is because there are players who are still 10 years old, so therefore must not head. This will be notated on the schedules when released if the division is effected by this provision.

Registration: Documentation which must be presented at registration will include, but is not limited to, 2 copies of the current state validated team roster or US Club Soccer Roster with jersey numbers with guest players/numbers noted (no duplicate numbers allowed), current notarized medical release on each player (except for US Club Soccer teams), laminated, current validated player passes, including guest player passes. Check-In Procedures can be found on the tournament web page and includes Check-In Times, Location and the official list of Required Items

Game Documentation: Player passes will not be checked by the field marshal or referee and / or held by the referee during each game. Each team will present an approved game roster to the referee prior to the start of each game. It is the coach's/manager’s responsibility to have the player / coach passes at each game. The referee will request any player card needed for match reports at the conclusion of the game from the coach. Any refusal by the coach to promptly produce a player card to the referee upon request may subject that coach to a post game ejection and subsequent suspension for the next game.

Scheduling: All scheduling requests or coaching conflicts must be received by the tournament directors (via email) using the scheduling email msrushspringclassic@aol.com . The deadline for all scheduling requests is March 15, 2017 for first weekend and March 22, 2017 for second weekend. No requests will be honored after this time.

GUEST PLAYERS: No more than 3 guest players will be allowed for teams Under 10 through Under 16 and 4 guest players for Under 17 and over. This rule may be waived by the tournament director upon request prior to registration for extraordinary circumstances. Teams will play in age group of oldest player. All guest players must be submitted with the approved roster at check-in.

Length of the Games:

There will be a (5) minute waiting period for any team not present at the designated starting time of the game. If the team has not presented itself by that time, then a forfeit shall be declared by the referee, unless extra time is allowed by the tournament director (prior to the referee leaving the field) for extraordinary circumstances and the tournament director feels the delay will not prevent all other matches from being completed. The minimum number of players required to start is 7 (6 for 9 v 9, 5 for 7 v 7 and 3 for 4 v 4).

Semi-Final and Final Game Tie-Breakers:

U9-U12 divisions - In the event of a draw in a Semi-final or Final game the following will apply

  1. Quarter-final, Semi-final and Championship games: Straight to kicks from the mark in accordance to FIFA rules.

U13-U18 divisions - In the event of a draw in a Semi-final or Final game the following will apply:

  1. Quarter-final and Semi-final games: Straight to kicks from the mark in accordance to FIFA rules.
  1. Championship games: Two full 5-minute overtime periods, NO GOLDEN GOAL. If there is still a draw, the game will be determined by kicks from the mark in accordance to FIFA rules.

Forfeit Games:

  1. A team forfeiting a game in group play will forfeit ALL All forfeited games will be scored 3-0 against the forfeiting team. Any coach removing his team from the field of play without the permission of the referee will have forfeited the game. The team forfeiting may continue to play scheduled games, but will not be eligible for semi-final or championship games, and all fees will be forfeited. This is subject to change by tournament director's discretion.

Tournament Point System:

Win – 4 points Draw – 1 point Loss – 0 points

Tie-Breaking System:

  1. Head to head competition
  2. Goal Differential, with a maximum differential of 3 goals per game (i.e., in each game goals scored minus goals allowed.)
  3. Fewest total goals allowed in all games
  4. Most total goals scored in all games, maximum of 4 goals per game
  5. The teams shall take kicks from the penalty mark, as per FIFA, until a winner is declared

Field and Game Equipment:

  1. Players must wear numbers on the back of their uniforms and these numbers shall coincide with those listed on the teams’ state/official roster. No two players may have identical uniform numbers.
  2. Players are required to wear shin guards in accordance with FIFA laws of the game.
  3. Where uniform colors are similar, the home team will change colors. Home team is listed first on the schedule.
  4. The referee has the right to refuse entry into the game any player who, in the referees’ opinion is wearing dangerous or illegal equipment.
  5. Casts properly padded are legal. It is the referee’s discretion if a cast is properly padded or not.
  6. The designated home team shall provide the game ball.
  7. Teams are expected to be ready to play 10 minutes before game time so that games can be started on time.
  8. Spectators shall occupy the direct opposite side of the field to their respective teams.
  9. Coaches and/or parents may not use any mechanical or artificial noise making devices, such as bullhorns, cowbells, amplifiers or megaphones during the game.

Substitutions:

Unlimited substitutions may be made with the referee’s permission:

  1. After a goal has been scored
  2. At the beginning of the second half of play or prior to the beginning of an overtime period.
  3. At a goal-kick by either team.
  4. At a throw-in by the team in possession or both teams if the team taking the throw-in is substituting.
  5. In case of stoppage of play for an injury, substitutions may be made with the referees permission
  6. To replace a cautioned player.

Discipline:

  1. Each coach is responsible for the behavior of his players, their parents and their spectators during the tournament, both on and off the field. Inappropriate behavior may result in disciplinary action by the team's state association and/or local club affiliation. Coaches are required to remain within ten yards either side of the half-way line during the game. All coaches shall be on their own team's sideline. The tournament director retains the right to ban anyone from the premises of the tournament for unruly behavior, whether or not sent off by a referee.
  2. Any player receiving a red card (or two yellow cards during the same game) during competition must be escorted from the field of play by a parent or team official (the field of play is considered the game field and all adjacent fields). Such player will be suspended from play in the next game his/her team plays in the competition. The referee will note on the game card the name, registration number, time of game and opponent. The player's pass will be given over to the referee and conveyed by the referee to tournament headquarters (or scorer’s table at game site) to be held until after that team’s next game. It is the coach’s responsibility to obtain the player pass from tournament headquarters (or scorer’s table at the game site holding the card) after the game suspension has been served or if the red card was received in the last game for the team, the player pass of the player who received the red card will not be collected by the referee.
  3. Any coach ejected from a game must leave the field of play of the current game (the field of play is considered the game field and all adjacent fields). Furthermore, he/she may be present at the next game on the parent’s side of the field, but cannot exercise any coaching responsibility. A coach's disqualification will be noted on the game card by the referee and will be reported by the referee to tournament headquarters. The coach's pass will be given over to the referee and conveyed by the referee to tournament headquarters (or scorer’s table at game site) to be held until after that team’s next game. It is the coach’s responsibility to obtain his/her pass from tournament headquarters (or scorer’s table at the game site holding the card) after the game suspension has been served or if the red card was received in the last game for the team, the coach’s pass will not be collected by the referee.
  4. All suspension documentation required for the serving of a suspension for a player or coach is the sole responsibility of the team manager or other team official.
  5. Any player, coach, manager or team/club official guilty of a violent conduct, fighting, referee abuse or referee assault, will be suspended from further participation in the tournament.
  6. Procedures and disciplinary actions for misconduct against game referees are governed by the Mississippi Soccer Association (MSA) bylaws. We take reports of referee abuse seriously and forward all reports of such to the appropriate state associations. If you have a complaint about the referees, do not take it up with the referee after the game or pursue him in the referee area. Follow the procedure listed on the tournament website, download a referee game evaluation from the website, complete it, and give it to the tournament officials.

Other Matters:

  1. There will be no protests
  2. Individual medals will be awarded to each player and coach (head coach and one assistant per team) on the first and second place teams in each playing division.
  3. Cancellation of tournament play or restructuring of the tournament due to inclement weather will be at the discretion of the Tournament Director. In the case of tournament cancellation, no refunds will be issued. In the case of inclement weather, the Tournament Director/Field Coordinator will determine if a game is to be played. Games shall be considered complete if one half of the game has been played. The score at the stoppage of play will be the final score. If one half of the game has not been played and the game is stopped, the game will be rescheduled if it affects the outcome of the tournament and if weather permits.
  4. The Tournament Committee and Director, and all sponsors and organizers, will not be responsible for any expenses incurred by any team or club if the tournament is canceled in whole. Partial refunds minus administrative costs may be made, but are not guaranteed. Teams withdrawing on their own accord incur all expenses associated with the tournament, including loss of entry fee after official acceptance has been made by the tournament committee.
  5. The tournament committee’s interpretation of the foregoing rules and regulations shall be final.
  6. The tournament committee reserves the right to decide all matters in regards to the tournament.
  7. The tournament committee reserves the right to make final decisions regarding any issues not covered by these rules. The decision of the tournament committee will be final.
